Moral Man & Immoral Society (Niebuhr 1932) makes the case one tends to act with more compassion and restraint individually but groups do not and can cause great harm.
In the 1st instance individuals I think are treated as "ends", and it the 2nd as "means".
A utilitarian shadow falls over people being treated as means to an end, that is to group ends, and this causes the hatred, racism, and greed that is not often seen between individuals, IMO.
Utilitarianism is seriously important of course: healthy food, clean water, adequate shelter are indispensable, so it's a problem waiting to be worked out perhaps by a guaranteed national income.
Quote from Eliza Schmid (approximately): "Join a group and lose 20 points of your I.Q.".
